Animal Quarantine Services
INTRODUCTION:
The main roles of the Animal Quarantine Unit of Department of Agriculture are to prevent introduction of exotic diseases and disease agents into the country, as well as to facilitate transborder movement of animals and animal-based food products. This regulation is in pursuant of the Subsidiary Legislation, "Quarantine and Prevention of Disease (Animals) Regulations" sections 91 and 92 in Chapter 47 of Laws of Brunei Darussalam.
OBJECTIVES:
- To ensure importation of animals and its products comply with the statutory requirements
- To prevent the introduction of exotic animal diseases and disease agents, which is in line with international regulations that allow national authority to prohibit, restrict or regulate movement of animals and its products.
GOALS:
The goal of animal quarantine is to ensure animals and its products destined to Brunei Darussalam are free from exotic diseases and disease agents that could affect the livestock industry and endanger public health.
ENFORCEMENT AND STATUTORY REQUIREMENTS
The enforcement of animal quarantine procedures complies with the Legislature, "Subsidiary Legislation of Quarantine and Prevention of Diseases Act, Chapter 47" which allow prohibition of import, detention of animals for treatment and examination, as well as to carry out investigation on imported products. Import and export of animals or its products must be declared at the portal of entry or exit for quarantine inspection. Importation must be accompanied by relevant document as follows:
- Import permit issued by the Department of Agriculture.
- Veterinary Health Certificate issued by a veterinarian authorised in the country concerned within the 7-day period before departure.
- Other relevant document as required by the importing or exporting
country.
IMPORT PERMIT
APPLICATION FOR AN IMPORT PERMIT CAN BE MADE FROM THE FOLLOWING ADDRESS:

- Completed application form must be submitted back to the office not later than 2 weeks (14days) before the arrival of the animal(s) . The processing of an application will take 5 working days.
- Import permit is chargeable for B$7.00 per permit.
IMPORTATION OF LIVE ANIMALS
The accompanying document required are as follow :
- A valid import permit issued by the Department of Agriculture , Brunei Darussalam.
- Health certificate from exporting country issued by a competent veterinary authority certifying that the animal(s) are free from disease of an infectious or contagious in nature.
- Bill of sales and services.
MAINTENANCE OF ANIMAL/S IN QUARANTINE (Applicable only to cat and dog)
- Importation of cats and dogs are required to comply with the instructions stated in the circular 9/1973.
- The quarantine facilities at the animal quarantine service in Brunei Muara and Belait district are free of charge for the time being.
- The owner or importer must take their own arrangement for the maintenance of the animals during the entire quarantine period. This includes feeding and sanitation of kennel.
NOTE: It is the responsibility of the owner or importer to maintain their animals. Officials of the department of agriculture shall not be held responsible or subject to legal action for the possible loss, death, or whatsoever inconvenience caused by the quarantine.
ADDITIONAL REQUIREMENT APPLICABLE TO LIVE ANIMAL/S AND BIRD/S
Importation of birds listed under the endangered list of C.I.T.E.S (Convention Of International Trade In Endangered Species) are required to obtain an appropriate C.I.T.E.S certification from the authorized government agency before applying for an import permit.
ADDITIONAL REQUIREMENT ONLY TO BUFFALO, CATTLE, GOAT AND OTHER RUMINANT (for slaughter or breeding)
- The applicant must be reqistered under the company act and registered with the department of agriculture.
- The applicant must have evidence of sound financial standing to complete the transaction of importation.
- The applicant must have proper facilities to accommodate the animals.
- The applicant must have proper slaughtering facilities, if the animals are intended for slaughter.
- The applicant must be able to provide sufficient animal feed.
- The applicant must make available proper transportation for the animals.
CONDITIONS FOR QUARANTINE
- BUFFALO, CATTLE, GOAT, DEER, SHEEP. Free from quarantine, Only allowed to be imported from countries which are free from foot and mouth disease (FMD), Bovine Spongiform and enchephalities (BSE) and anthrax as well as other dangerous diseases specificed from time to time by the Department of Agriculture.
- PIG. Importation is prohibited.
- HORSE. Free from quarantine. Not permitted to be imported before getting approval in wriited statement from the Jerudong Royal Polo Club
- BIRDS. Free from quarantine. Importation is prohibitied if epidemic diseases exist in the exporting country for such as Bird Flu (Avian Flu) or any other diseases of animals or human, which are confirmed or suspected to be from bird's origin.
- CAT AND DOG. Quarantine requirements are as stipulated in the Department Cirucular 9/1973
- TABLE EGGS. Not allowed to be imported except under certain cirucumtances with special approved from the Director of Agriculture.
- FERTILISED EGGS. Only allowed to be imported if necessary from countries from diseases such as Avian Flu or any other disease related to birds and hazardous to human health.
For animal(s) that are imported without any required and complete documents, the veterinary authority has the right to make instructions either to destroy it or to be sent back to its country of origin, or anything that is thought to be appropriate by the veterinary officer.
The Department of Agriculture can prohibit improtation of any of the above if it is necessary due to health/disease reason.
ANIMAL HEALTH CERTIFICATE
This unit responsible for issuing animal health certificate for export of animal/s and animal product. Animal/s and animal products which are going to be _ exported must undergo health examination / inspection by government accredited and official veterinarian. Only healthy animal/s and animal products are permitted to be export.

TRANSIT PROCEDURE OF AGRICULTURAL PRODUCTS (Animals and Animal Based Products) THROUGH BRUNEI DARUSSALAM
- Each company or individual bringing in agricultural products (animals or animal based products) must put in an application to the Department of Agriculture.
- Each application must state clearly the types and quantity of agricultural products .
- Each consignment must be accompanied with a certificate of health or certification of product , from an authorized body in the country of origin.
- Each consignment must be accompanied with an import permit (if relevant) issued by the country of destination.
- The Department of Agricultural will issued a letter of approval for transit.
- Applications will be referred to the Department of Royal Customs and Excise for the issuance of a Local Permit in accordance to The Department of Royal Customs and Excise Regulations.
- Random inspections of the consignments will be carried out by the Department of Agriculture.
NB: Application for Halal products under transhipment through this country are under the jurisdiction of the Department of Royal Customs and Excise and the board responsible for the Halal Import Permits .
